Changing FPS and shutter angle mid shot?

Is there a possibility of changing the shutter angle and the FPS mid-shot in a smooth manner? I'm referring to digital cameras specifically, such as an Alexa Mini, for example.

Red dsmc1 & 2 cameras are able to do speed ramps, same for the Sony f35&f23, and the DVCPro HD & P2 varicams I think? IDK any other digital cameras that can do speed ramps mid shot.
