I think the whole movie was shot on 2Bs and 2Cs, sometimes blimped for dialogue.

I was offered a fully functional, serviced IIC  for $2,300, and an untested one for $1,000 that has been sitting unused for a few years and hasn’t been tested.

Which one would you recommend? I have no idea how much maintenance or repair work might be required on a camera that hasn’t been used for such a long time.

I would always go for a serviced and film tested camera. Finding reputable tech, who can service 2c can be either difficult, or expansive. You can end up buying cheaper camera, and pay more for the service work.
 

By the way, what’s funny is that I’ve been there, and done that. Got 16BL for free (with Angeneux lens), didn’t like the image, didn’t like camera size and weight. Instantly thought 35mm is way to go. Bought 2c package (some primes I already had). And then came the film costs… was lucky to shot a short for not my money. Otherwise it would sit on a shelf.
