Usually there are clues when the color is attached to scenes of a certain emotional content. It may symbolize the coldness of high technology, it may symbolize nature and it's air or water, it may be relaxing and reflective -- or distancing, unemotional. It may signify a certain character or a certain memory, etc. Symbols all depend on common association and visual repetition. Or it may merely suggest time of day or night.
