Are you looking for film or video cameras? If video, the Sony EX-1 is probably the best bang-for-buck at your price range. The EX-1 is acceptable as at least a b-cam by just about anybody in broadcast from what I understand, and has become a standard for the pro/industrial market. ( Although, if you also need to use that budget for a good fluid head tripod, other choices might have to be made.)

In that case, you can pick up a 16mm Arri S for under a thousand, and have money left for stock and processing.

But not too much stock and processing. . . ;)

Seriously, with "Domino's Pizza" and "Friday Night Lights" being the only other two customers of 16mm film besides the NFL these days, there is a smaller and smaller source of short ends. So you will have more trouble getting ends deals than used to be the case.

EDIT: Sorry I shouldn't have arbitrarily assumed you were in the United States. Is ANYONE shooting 16 in the UK these days? Cue Phil Rhodes and a sarcastic comment.

What is the best camera for a student cinematographer, price ranging about $4500 to $6500?

For that money you have a pretty wide range of film cameras to choose from. In 16mm there are obviously the Bolexes which you should be able to pick up for £500 - £1000 as a complete kit,or an Arri 16s, but these days you can almost certainly find an Aaton LTR or Arri SR1, possibly even an Arri SR2. In 35mm, you will find Konvas cameras very affordable, or Arri 2c's for a little more.
