Need help finding a good and cost effective closed captioning service?

I have contacted some web distribution services and they have informed me of the Closed Caption requirement.

 

My question is: What is the best CC service for the money? I am looking into getting 23.98 fps and .scc since iTunes only allows that from what I have heard. Others allow more but I figured if I do it once, I save money.
