Broken top riser of Neewer C-stand

The top riser of this Neewer C-stand doesn't move at all - it may have at the beginning but after meddling with it once, it doesn't move anymore. I still have a warranty but they had asked me to cover the shipping fees for return (because I bought it from amazon) which is more expensive than the product itself. So I'm hoping to sort this one out myself - please help!

What doesn't work?

You can remove the riser collar and check the brake

There's usually a brass or aluminum piece that sits inside the collar that the Wing Screw pushes against the riser to keep the riser at the desired height.
