Difference between full rame t stop lens and normal t stop lens

Nothing other than a full-frame lens covers full-frame (traditionally 36mm x 24mm). I assume by "normal" you mean Standard/Super 35mm cine format?

A T-stop is just an f-stop mark that has been moved to compensate for the transmission quality of the lens to make it more accurate in terms of exposure.
