  1. doesn't the company actually rent them out themselfs? just drop the middle man and rent it from them.
  2. again, when choosing the ASA, you want to ask your DP what kind of look you are going for. If you are shooting with T film, depending on what kind of lights your using, the only filters I would recommend is an 80A or an 85B. It gets more confusing if you start using HMI's with T film. If you go with HMI's, dont forget to use CTO's or use i believe its 85B (i get them two confused).
  3. that sucks cause HMI bulbs ar expensive, especially for a 1200W. Make sure its a 12amp outlet. Does the ballast work? If not, make sure you get that checked out too. On the ballast, you can strike on the lamp or on the ballast so it might be that. Anyways, double check before you go out and spend alot of a new bulb.
