Making an animation from a video file WITHOUT MoCap

Ok, here is my dilemma:

 

I am attempting to pull a movement from a video and change it to an animation. I am trying to get the motion of a biker doing a certain trick. I'd like to know if anyone knows of software that will pull a certain area of a video frame and convert it to an animation.

Fire up your mac and pull up a comfy chair, you're in for the long haul.

 

A quick search for rotoscope software reveals these, there are many more out there.
