Motion picture stills photographers use these blimps to quiet the "click" of the shutter so they can take pictures while production is doing a sound take. If you look just below the camera (left of the girl's head) you can see the mag of the 35mm movie camera, as well as the attached Israeli arm/LCD. Movie stills photographers often try to get very close to the movie camera to capture an angle that's similar to what will appear in the movie.
