how does one create a halo?

 

also, how does one create a "blooming" effect (on a light or off a bright object/surface?

What, you mean like on an angel or something? Depends exactly what you want it to look like, but probably a visual effect. If you just mean a glowing rim around something, backlight it heavily and use some kind of mist filter, like a Promist.

Overexpose the object and use a mist filter.

Well... smoke or fog, and put a hard light through it.
