snow town slowmotion flicker

i recently watched the australian snowtown and it had these shots that where overcranked and the lights source would flicker, ive noticed this used in other clips else where but just always wondered how it was done

Shooting with non-safe frame rates and shutter angles, with lamps that have older style induction drive gear, like fluros, metal halides, hmi with old magnetic ballasts, etc, that flicker at the mains frequency. The camera when not at the safe speed will read the lamps flickering.

I wanted to rekindle to avoid reposting the topic.

 

Could someone please explain this in dumber terms. maybe with examples?

 

Obviously I wouldn't be asking if I could do a test but I don't have the luxury of pulling them out of my garage or big rentals houses to prep. (All my rentals from private owners who don't do that)

 

So I'm shooting with the REDOne and would love to hear some examples to play with on the day...?

 

I was thinking about going as slow as 48fps. So what FPS around that would seem fluid and still get the flicker.
