recommend basic 16mm telecine/transfer?

I'm looking for a decent quality but inexpensive (!?) transfer of about 2500 feet of 16mm. It's old Sunday School Picnic footage for a church anniversary, so I'm trying to help out. I've gotten some prices of around $1000, but they can't spend that much. I'd appreciate any suggestions,

Looks like you can get that down to about 15c/foot here

but that would still be $375.

Any chance of projecting it and recording off the screen with a DSLR or suchlike? Not good but possibly free.

Better still, if you have the projector, why not put on a film show?
