The old trick was to take the blackboard eraser used for the chalk slate, and give it a whack in mid-air. Most people don't use chalk slates anymore, but you could get any blackboard eraser and load it up. I'm not sure what the health implications of this are; certainly it's now frowned upon to do it with fuller's earth (a dried clay-like powder) because it's known to cause lung disease, at least in people who worked with it for a long time. This may apply to a large number of things.

Don't use flour. Floating around in the air, it's explosive in the right concentration.

Larger floating motes are often done using chopped feather.

Any of this stuff will settle on surfaces and eventually cause a lot of mess.
