Problems with combing like artifacts in video

What caused it?

Is this related to Deinterlacing? (I know next to nothing about it.)

The original DVD was processed through 3 different software programs. But I've used the same 3 programs before and no artifacts like this.

Yes, this is an interlaced-scan video transfer. A moving object exists in a slightly different spot on each of the two fields so when combined, there is a sawtoothed-edge. I've seen it get even worse when it's an interlaced-scan PAL-to-NTSC or vice-versa conversion.
