"coverage" means shoting a scene in a variety of shots: master, close-ups, reverse anfgles, cutaways etc, so that the editor has a choice of ways in which to cut the scene - favouring one actor, or in one unbroken shot, or entirely off the speaker, etc.

 

"Minimal coverage" is when you have just enough material to get through the scene without giving the editor any choices.
