I'm trying to create a simialr look for a music video and I would be very happy about your input. How did they do it?

Blown out lights, mostly flourescent. Then, are all the colors created in post I doubt it, I'm assuming partly in camera partly with a few gels. Or is all After Effects?

What about those bleeding lights? Filters?

What else do you see?
