How was this affect achieved?

Hi All! Just wondering how this effect was achieved in this Skepta MV? I'm assuming it's something you can do in-camera, playing with shutter or frame rate, but would be interested to know what you think. 

 

It's from 0:19-0:24

They shot at a low frame rate so the people were sped up (when played back at 24 fps) while the man stayed very still so he wouldn’t look sped up — but near the tail of that sped-up shot, the editor slowed the footage down for a moment.

Ah thank you David ! Thought it was something simple. Will have to give it a try tomorrow.
