shutter angle variation at 48 fps

hi all

i am planning to shoot a riot sequence with a 45 degree shutter angle. it will have sharp images with a stutter look if it is on 24fps. . and i will be compensating 2 stops (open up two extra stops) for the normal 24 fps. am i right.But how will it look if i shoot some footage in 48 fps??
