Replicating effects

Im not sure how many have seen this show, but they do a really interesting transitional effect where in the images become extremely grainy before transitioning to commercial or the next scene. I have seen this done elsewhere aswell, I can't quite think where, but I'm curious if anyone knows how to replicate this. I'm sure they do it as part of their DI, or with some type of highend software/hardware. It seems like something similiar coulb be done with Shake or after effects, does anyone know how to replicate this effect?
