Hi,

 

Sort of, but the success is very dependent on the nature of the material. Essentially you're using noise reduction techniques which are always a tradeoff between killing the noise and not leaving dragging edges on intended motion.

 

You can try a typical implementation for free, by downloading Virtualdub and the Alparysoft Denoise plugin which has many options and parameters which you can tweak. Works only on AVI files under Windows, but the alternatives are horribly expensive.
