How to achieve this effect?

Does anyone know the best way to achieve the rays of sunlight (or moonlight) liked featured in this photo (on the right hand side of the image)?

Is the softness of the light achieved with using a filter or adding haze?

If you look at his description of the photograph, it says, "Misty November morning in Cornwall." I'm guessing its just that, natural morning mist in the air, and the low angle of the sun just punched through to make those nice rays.

If you need to achieve this with artificial lighting you'll probably want a big HMI gelled with CTO, and fog machines behind the trees.
