FX Effects Bleed-over

I have shot some DVX100B footage in letterbox mode, and when I get it into post and add certain effects to it, they bleed onto the letterbox margins. I realize that those margins are part of the image, but is there any way to confine the effects to the picture area only?

 

I am editing in Vegas 7.

I personally use stretch-mode, not letterbox mode; it's a truer 16x9 plus better resolution.

 

I don't know vegas, I use final cut, but this might work in vegas too:

crop the frame until you remove all the video black (remember that black is part of the video, so all effects apply to it too), what remains should be the default black background which should be unaffected by effects.

I hate to sound ignorant, but how would I do that in Vegas?

I've never used vegas but any halfway decent editing program should be able to do it. It's probably applied as a matte, final cut calls it a widescreen matte.
