"Casualties of War"

I just watched "Casualties of War" again. I really admire how Sean Penn changes

so much of his physical presence from role to role.

 

However, what is his accent? It's good; I think that it sounds real; it works and it

helps that he doesn't sound the same in every movie like unlike so many actors.

 

 

Still, I'm not sure what accent it is exactly. This forum has people from all over. Can

anybody answer this confidently...or take a shot at it?
