The film starts advancing to the next frame before the shutter has completely closed, causing the last percentage of exposure (the brightest objects in the frame) to smear upwards. Yes, something that one usually tries to avoid! But it is an interesting look, too. I'm not sure which cameras can be used to create the effect.
