That's a Libra stabilized head. It's overslung on an arm instead of underslung which is how you'd usually see it used on crane arms/wire rigs etc.

It always looks that way, because the body of the head is mounted via a wire spring plate. This shakes the head (but does not jar it ) but the camera stays very stable. If you look at the head while the shot is in progress, it seems like its all over the place, but video playback is stable.
