I'm looking to produce a 5 min promotional animation to put on my web site to promote a cartoon tv idea. Questions: I live in NYC, should my animation house be in same city? Question: What facilities do you recommend?

I am a new filmmaker and want advice on how to get screenwriters to submit their works to me to read and to possibly turn into a film. All advice welcomed.
