It's bolted to the metal thing. Are any of those knobs bad to play with? I want to make sure it works properly before I try to sell it, I have no use for it.

I was wondering if anyone wouldn't mind telling me what this thing is exactly and what it's used for. I took some pictures, it seems to be in pretty good shape. Also if it's worth anything. Thanks
