Learn about the incentives, requirements, and benefits of Foral Norm 9/2022. Regulations on Tax Deductions in Bizkaia. In Bizkaia, Spain, the Provincial Councils approved the Foral Norm 9/2022 on November 23, 2022, which updates and expands the tax incentives for the promotion of culture (Official Gazette of Bizkaia, December 2, 2022). This norm came into effect on January 1 of the current year. The aim of this regulation is to provide a more competitive tax treatment for audiovisual productions, including foreign audiovisual productions and new digital formats, and to compete with tax regulations in other regions by increasing the tax incentives for audiovisual productions, which can reach up to 70% of the project expenses. The goal is to promote the interest in producing audiovisual works in Bizkaia, attract individuals and companies related to the sector to produce in the region, with a particular emphasis on audiovisual projects produced in Basque (Euskera). 6. Aid to the Audiovisual Industry for the Production of Cinematographic Works and Audiovisual Works in the Valencian Community. SPAIN Decree Law 5/2023 establishes the framework for audiovisual grants in the Valencian Community, aimed at boosting the industry through financing production and post-production projects. A total of 6.5 million euros is allocated to these grants, which are awarded through competitive competition to companies that meet specific requirements. Object and Financing of Audiovisual Grants, Valencian Community. Spain Decree Law 5/2023, of March 16, approved by the Consell de la Comunidad Valenciana (Council of the Valencian Community), establishes the regulatory framework for the granting of cinema and audiovisual grants and subsidies through a competitive procedure, with the aim of promoting and providing incentives to the audiovisual industry in the Valencian Community by financing production and post-production projects of audiovisual works, whether they are of Spanish or foreign nationality, including production and post-production expenses that take place in the Valencian territory. The amount allocated for the financing of the grants amounts to 6,500,000 euros, distributed over three years: 2023, 2024, and 2025. In 2023, the expected amount is 2,500,000 euros, 3,500,000 euros for 2024, and the rest for 2025, all subject to the availability of sufficient credit to cover these amounts in the budget laws of each fiscal year. This amount can reach up to 10,000,000 euros if the conditions established in Decree 77/2019, of June 7, of the Consell, which regulates the management of the budget of the Valencian Government, are met, subject to the availability of credit and prior budget modification before granting the subsidy. In cases of unforeseen increase due to credit availability that enables a complementary resolution to the granting of subsidies, applications that have met all the established requirements but were not initially granted due to the credit being exhausted may opt for such subsidy. Audiovisual production grants are awarded as non-repayable funds and are announced annually on a multi-year basis, covering three budgetary years, financed according to the credits approved in the Budget Law of each year by the Generalitat. In each call, the amount of the grants and their distribution over the years are established, and the maximum amount of the grant will be limited to the financial needs of each project at the time of the application, in accordance with the financing plan submitted. When a project is funded by other grants, it cannot benefit from the grants awarded by the Valencian Community, although it may be eligible for a subsidy for the part not covered by the previously granted aid(s). 9. Film Sequenceshots BLOG Sequenceshots. The great Orson Welles used to say :”A long-playing full shot is what always separates the men from the boys. Anybody can make movies with a pair of scissors and a two-inch lens.” Sequenceshots. The great Orson Welles used to say :”A long-playing full shot is what always separates the men from the boys. Anybody can make movies with a pair of scissors and a two-inch lens.” And as usual, the master was totally right. Thanks to movies such as “Children of men”, “Gravity” or “Birdman” (and a lot more) the sequence shots are once again very popular and with the help of digital cinema that removed several limitations we previously had (such for instance the time limitation of 10 minutes due to the size of 35 mm film magazines), this kind of shot has become RELATIVELY easier (or at least possible even for small and medium-sized productions). The capital letters are on purpose, since shooting a one-shot sequence is still an extremely complicated thing to do, the longer, the harder. Last week, a friend and DoP offered me the chance to pull focus on a short movie which would be shot on a single shot of approximately 1 minutes length, in a studio with 9 actors. The camera would be the whole time on a J.L. Fisher dolly with rubber wheels to not disturb the actors with tracks and to give the grip more freedom of movement. Truth is that I like challenges and I had never participated in such a project, so I accepted at once, also thinking that it would be an amazing training. And it was! 10. Minimal Camera Crew for independent productions Not long ago, I wrapped an independent feature that was shot in Morocco with a DoP I had already worked for on two more movies. From the very first contact with the production company, it was quite clear that it was a low budget movie, therefore it was mandatory to squeeze the most out of every single euro in order to make the shooting possible according to the schedule, without the need to do extra hours and such. As usual, I advised the director of photography on the gear list, try to get everything I considered necessary and making a separate list of devices and accessories that could be considered dispensable, hoping that finally the production company would come to an agreement with the rental house. Since the prep time had been very short, there was a lot of information about the shooting I wasn’t aware of, and now that I came back I would like to share what I've learned from this experience. Speaking about gear and accessories, I realized that there are some of them that are wrongly considered “fancy”, while it’s precisely in low budget productions when they become more handy and/or essential. 11. Take the camera and Run - Film cameras Blog As happened to me quiet a few times lately (and I have the feeling it will keep on happening) I found myself in one of the shooting situation I dislike the most, which is when more or less suddenly As happened to me quite a few times lately (and I have the feeling it will keep on happening) I found myself in one of the shooting situation I dislike the most, which is when more or less suddenly the 1st AD tells me :”Put in that van everything you’re gonna need for the rest of the day, we’re moving to a new location which is an hour drive from here. Don’t forget anything, be fast and please… keep it simple!”. Of course, I’m not speaking about situation where this was in the callsheet, in that case it is pretty easy to be prepared. I’m speaking of those times when a sudden change comes up (rain on location, new shooting plan, talent’s agenda variations and an awful long etc.) and we need to improvise, which is from my point of view one of the most important skills of a good AC. I’m pretty sure that some of you came up quickly with an answer like :”Ask the DoP!” and even though it is logic, if life was so easy everybody could be a top notch assistant cameraman. Normally, when this kind of situations happens, there has been an important change in the order of the shots, so is pretty likely that the DoP has his hands full speaking with the gaffer and/or the best boy about the new situation, discussing with the director all kind of lighting issues etc. Of course, the camera crew also will need confirmation from him, but is going to be much more fast if we do all the thinking, and then we just ask for a confirmation of the equipment list. Plus, making sure there is everything is needed for the shooting camera wise is one of the duties of the first assistant. 12. DIT, The profession. Today in the Camaleon Rental blog we are going to speak about the role of a DIT (DIGITAL image technician) The first question is to define what a DIT DIGITAL IMAGE TECHNICIAN Today in the Camaleon Rental blog we are going to speak about the role of a DIT. The first question is to define what a DIT is as well as determine if this position belongs to the camera crew or to the postproduction crew. The answer would be that he is kind of a liaison between both department, even though if we have to make a choice we would say that he is part of the camera department since he works on set. DIT WORK The DIT profession (Digital image technician), arrives with the appearance of the first high definition cameras and then with the digital cinema cameras. At this point we should remember that when these cameras arrived both directors of photography and assistant cameramen came from working for many years with film cameras. So after the arrival of such new and different gear, it was necessary the inclusion of a new figure to the camera crew in order to advise the DoP on how to squeeze the best out of this new technology that, as we all know reacts in a very different way to exposure. The DIT helps him out thanks to the use of waveform monitors and vectorscopes. But another very important task of the DIT was to help the first and second assistant camera to choose and set camera parameters such as the resolution, codecs, speed, etc of the camera, as well as the navigation through the several pages of the menu menu with which the ACs had to deal for the first time. 13. Lens Mapping with Arri WCU-4 & UMC-4. Today at the Camaleón Rental blog we are going to lens mapping review with the Arri WCU-4 wireless focus & Arri UMC-4. Fabio Giolitti Lens Mapping with Arri WCU-4 & UMC-4. I don’t know what you guys think on this matter, but if you want my two cents it is crucial to be fast when you change the lens while using remote control systems, in situations such as steadicam, cranes or simply hand held when the cam operator wants to be more free than with a standard follow focus. Previously I used to prepare pre-marked rings during camera prep and switch them while the motor were calibrating, but I always dreamed about a more precise and reliable system. A couple of months ago, a local distributor of ARRI products hosted a workshop on how to map lenses on the new WCU4, but sadly I wasn’t in town, so I couldn’t attend. So I thought that I could try by myself with nobody explaining to me how to do it. This way I could test how really easy and fast it is and if it is well designed enough to be “dumb proof”. As usual, I need to thank guys at Camaleon Cine who offered me the possibility to have an Alexa XT Plus, an Amira, one set of Zeiss Standard Prime T2.1 and one of Cooke S4i T2, plus a Fujinon Cine Cabrio 19-90 mm T2.9. Aside of that, a WCU4 with CLM4 motors and a UMC4. The choice of the lenses and of the cameras was due to the fact that I wanted to test the method with and without lenses with LDS system and on cameras with and without the need of the UMC4. Last but not least, I wanted to try it with a variable focal distance lens with LDS system. More here : https://www.camaleonrental.com/gb/blog/arri-wcu-4-umc-4-lens-mapping.html
