Don't know if he's absolute rock-bottom cheapest, but his rates are reasonable and he does good work which he stands by. It's a small operation, they definitely handle this sort of thing. Tobin Cinema Systems is back in the 16mm kinescoping business after a short (12 year) interlude. We started doing it in 1984 originally. Re-Introductory rate is 25 cents per foot plus stock and processing.
