Many scenes, mostly but not all exteriors, have a cool blue look that is effective for the story although I've heard some people say that it's also a good choice because it's not as depressing as the usualy grey look of real Belfast (don't know about that firsthand though.) There are different ways to get a blue look to film scenes but I get the feeling that a lot of these are simply tungsten film shot uncorrected in daylight and then maybe graded to taste in post.
