Depends. How are you finishing? How is it being graded, by them? By you? Best light, one light, keycode, direct to drive? Many, many variables to consider. General rule of thumb, if you only have a few hundred feet of film, say for a school project. Them by all means, get the best type of transfer that you can manage. Almost all post productions facilities charge by the hour. So if you only have four hundred feet or so, then get a scene to scene.
