Checking battery voltage

I am using a Nizo Professional. In the manual, it says that after holding the electric master switch on the black dot, the aperture pointed must deflect as far as possible to the left (16,22)

 

I just checked the voltage, and the aperture points to 16. Should it point past that to 22, or is this fine?

Just a bit confused because while shooting today, at points, the camera would stop shooting while the trigger was held. Then I'd let go, hold again, and it would work. Odd...
