Is this the same thing as the standard 216 diffusion material?

Do you mean "Is it the same as Lee 216 ?" If so, yes it is.

 

If you're interested into the correspondance beetween lee, rosco and others references, make a research on the forums, someone posted some very usefull links (I don't remeber where it is).
