There isn't really any reason these companies that are likely just adding a second set of perfs to 16mm film couldn't also do negative. But, I don't think their has been any demand. Negative is very popular in Super 8, but there is no positive printing available other than at Andec film in Germany. Otherwise, it's just telecine/datascans.
