is it possible using 16mm to shoot a night shot exterior on a street just using street lamps.

 

eg. just say 2 ppl weree talking under a street lamp?

what would be the minimum to use interms of lights in a scenario such as this

You can use a 500 T stock, like 7218 and push it one stop...

 

Or even 7279 that is cheaper...

Depends on how bright the location is; some night exteriors are brighter than others. But with fast film push-processed and fast lenses (like T/1.4), and a minimal amount of extra light when necessary, yes, you can shoot mostly under available city lighting as long as there IS some city lighting.

Yes, actually, the problem in such a situation is that the image can look underexposed, but worse than that, "flat", with grain etc. A "normally exposed" image is not necessarly what you're looking for, by night, anyway... The trick as to get something valuable, is to have contrast. So don't be afraid to have as much highlights in your frame as possible : street lights, car lights, shop lights, traffic lights etc. So that even though your main action is a bit underexposed, the whole image having contrast, it will be interesting, anyway.
