smudges by long exposure

Hey!

I am really intersted to know how you can get a similar effect to the smugded images you get in photography while exposing the frame longer then 1/50 ( in photography you can caputre the movement, the light streaks) in film you would have to shoot in lower frame rate...at what frame rate do we get something similar...there is also the consept of fazing in post production- (shooting eg. 4fps and copy those frames cupple times- what is this called?) and what is the sectors role in all of this?

if any one could elaborate on these thoughts it would really help alot! im in kind of a hurry with the answeres..
