Most people would rent a hazemaker from a special effects house -- they come in different sizes, although for very large spaces you might need more than one. You need to be filming in closed spaces that are draft-free -- smoke always moves towards an escape route. For low-budget work, people use party foggers or a Rosco smoke machine. I bought a couple ultra cheap party foggers at a party supply store right after Halloween. I think I paid a total of 30 bucks for two machines and a gallon of fog juice.
