I will try a few different settings. h264 is the same as MPEG4, right? I have seen some videos on vimeo that seem almost free of compression "blocks" if you know what I mean. I guess it is not really a question of resolution, as some have been quite low res, but looked great. It is when you get those blocks of one colour (usually dark ones) that bugs me.

h.264 is part 10 of MPEG-4 (or AVC); in many circles, the terms are used interchangeably, though it is not strictly accurate to do so.
