How to get lights to glow

It looks like it is a practical with a filter on the camera to me but what filter I do not know? Looking for input on how to get a practical in the shot to give off a glow haze look. Any ideas?

 

What kind of practical is it? I've done this a few times with lanterns, using a combination of 216 wrapped inside the lantern and a net filter on the camera. Creates a nice glow.

Maybe use a Black ProMist filter? It would make the highlights bloom.

I like the classic softs myself; but basically any diffusion filter will cause a sufficiently bright enough source in the scene to glow-- and which one is right will depend on your own tastes as well as which camera system you're shooting on and how bright the glow sources are.
