The "change," you see marked on a can (64 in this case) is taking into account the light loss from an 80A Filter (2 stops) where you filtering on the camera. You, however, are filtering on your lights so there'd be no compensation for exposure on camera. Also, even if you were using 250D inside w/o putting full CTB on your tungsten sources you'd still rate it, if you so choose, at 250 so long as there's no filter on the camera. Make sense? Makes complete sense. I had a hunch that Kodak was just lending a hand in compensating for the filter, but I just wanted to make sure. Thank you! 250 it is.
