In France, though we work on 50 Hz, most monitors are 60 Hz. I never shot a computer monitor in film (have shot it in video as well as tv sets in 35) but I would set the shutter at 144° if working at 24 fps and 150° if 25 fps. so it becomes 1/60s instead of either 1/48 or 1/50 Then I would use a phaser and may be the speed should be more precisely adjusted...
