Change the government ! Split spools are the kind of thing that will exist all over the place. Any person editing film in the old days had two or eight of them. They arte still stitting there. Just have to re-discover them somehow. The right person may just give them to you. Re the ACL mags you were looking for. I may have some S16 French 400' mags. Are you looking for 16 or S16?
