How is that spokes of light effect created ? is it done practically ?

can we control the number of rays ? how to create different shapes of these light patterns ?

how is this pattern related to lens of camera ? especially iphone 16

Hard to tell since this is quite blurry and heavily post-processed. This could be a huge collection of "Astera" type tube light, with and additional centre light which could be anything.

Or maybe this is purely CGI ?
