I would take a couple of pieces of lens tissue, double them over and wrap them around the head of a Q-tip or cotton swab. Then very carefully see if you can wipe the smudge away. When doing rebuilds, we sometimes use acetone to clean the mirror, but you need to be EXTREMELY careful as the acetone will lift and smear the black paint on the edges of the mirror.
