Or is it a filter, as even shots where it is rather dull and there is no obvious direction of light the same foggy effect is achieved? Or is it a post effect which? But to me I'd also say a Fog Filter may have been used, maybe with a Low Contrast filter. It's difficult for me to be sure of anything really.
